WASHINGTON — A gun-control scorecard issued this week put Texas low on the list of states when it comes to firearms regulations, but the Lone Star state was far from the bottom. State scorecards on anti-gun violence legislation were released Thursday by the Brady Campaign to Prevent Gun Violence, a national organization that advocates stringent gun control. Earning just nine points out of 100, Texas nonetheless scored higher than 22 other states and tied with New Hampshire and Nevada. California got the highest score, at 79, which means its laws passed muster with the Brady Campaign's point of view more than any other state. Texas "lacks common sense gun laws," according to a Brady Campaign statement. The organization targeted Texas's lack of universal background checks but praised the state's failure to pass legislation last year that would allow firearms on college campuses. Marsha McCartney, president of the Dallas Brady Campaign Chapter, said that the next important step in Texas legislation should be to require background checks for all purchases at gun shows, a common event in Texas towns and cities. "It's rather ridiculous in 2010 that anyone can walk into a gun show and with no questions asked and buy as many guns as they want," McCartney said. Both private and licensed sellers attend gun shows, but only the latter are required to run background checks on their customers. They run checks through the National Instant Criminal Background Check System to see if their customers are legally allowed to buy firearms. The FBI established the system in 1998, according to the FBI's Web site. Background checks prevent felons from buying guns but do not penalize them, said Alice Tripp, the legislative director for the Texas State Rifle Association, which is an affiliate of the National Rifle Association. Requiring background checks at gun shows is not a real solution to the problem, she said. Tripp is unconcerned with Texas's low score and, in fact, wouldn't aspire to get a higher one. "Texas culture does not align with the Brady philosophy," Tripp said. "They're passionate about the narrow view of the world as they see it." The state's nine points came from two categories: It scored five points for prohibiting the sale of any firearms to anyone under 18 in the "child safety" category, and it scored four points for not forcing colleges or employers to allow firearms on their premises in the "guns in public places" category, according to the scorecard on the Brady Campaign Web site, www.bradycampaign.org.
